Is it necessary to clean a new installation of VCT or linoleum before applying the initial sealer or polish?

Linoleum and VCT (vinyl compostion tile) usually come with a protective coating which must be cleaned off before sealing and polishing it. Furthermore, the floor may be soiled during installation, and that soil must be removed before sealing or polishing.
